Marketing Master Contracts
Marketing Master Contracts are individual contracts that are already in place for marketing services between the State of Vermont via the Chief Marketing Office and a select group of marketing firms. These Marketing Master Contracts allow State entities to obtain marketing services from the selected marketing firms without having to go through the full RFP process. The Chief Marketing Office administers eight Creative and Media Services Master Contracts and one Media Buying Master Contract.

Master Contracts for Creative and Media Services
The Marketing Master Contracts for Creative and Media Services consist of eight individual contracts for marketing services between the State of Vermont via the Chief Marketing Office and a select group of marketing firms. Each Master Contractor is approved to provide a specific service level. There are three possible service levels available to choose from.

Origin Story
As a rising star with Cox Automotive Canada, and a result of the ongoing racial injustices that Black people face, Emiliano Void felt the need to get involved in DEI work, and founded nuwave Equity Corporation. After a 40-year career in marketing, including 24 years at the helm of Spike Advertising, Ken Millman wanted to donate his company to an entrepreneurial-minded member of Vermont’s Black community as his way of doing something real to combat systemic racism. Emil was intrigued with Ken’s experimental model for transitioning Spike to Black ownership via a donation of stock shares, intellectual assets, and mentoring…and here we are.

The Image Farm is led by Co-owners Pam Heywood and Matt Heywood. Matt is a cross-disciplinary designer and artist with experience spanning graphic design, branding, packaging, wayfinding, web design, book design, graphic facilitation, aesthetic assessment, public art and murals. He’s an agile visual communicator with a knack for distilling information. Matt earned his Graphic Design and Illustration degrees from Rochester Institute of Technology.
Pam Heywood earned an BFA at SUNY Oswego and an MFA at RIT with focuses in painting and drawing—disciplines that set the foundation for a diverse career as an artist and designer. Her background includes illustration, design and marketing across several fields from printing to manufacturing. Pam is also an instructor at CCV with a course catalog that includes graphic design, project management, drawing and painting.

This group of Master Contractors can offer marketing services related to:

There are currently no Level 1 Master Contractors. The CMO will issue an RFP in January 2023 asking bidders to submit proposal to become Level 1 Master Contractors.
Master Contract for Media Buying
Media planning and buying can be an important component of a marketing campaign. Media buying involves securing ad placements and determining when to run the ads in a way that maximizes their effectiveness. This may include purchasing traditional media (TV, radio, print) and/or digital media (streaming services, apps, social media, website).
Currently, there are two Master Contract options for media buying. The first option is to use the Creative and Media Services Master Contracts, and work with one of the Level 3 Master Contractors. The second option is to use the Master Contract for Media Buying listed below.
Master Contract for Media Buying
The Master Contract for Media Buying will end on August 31, 2023, because this services is now included in a number of the Creative and Media Service Master Contracts. Specifically, Level 3 Creative and Media Service Master Contractors are permitted to perform media buys.

Photography
The State does not hold Marketing Master Contracts for Photography at the present time. Our list of Prequalified Marketing Vendors includes several photographers who are approved to do work for the State. If you choose to work with a prequalified vendor, you will need to draft and execute your own contract with the selected vendor.
