State agencies and departments can use these contracts without going through a full Request for Proposal (RFP) process. The Chief Marketing Office manages the 18 Statewide Marketing Contracts.

Level 3: Full Service
Statewide Marketing Contractors at this level offer digital and creative services. They also provide media buying services. Level 3 contractors are the only Statewide Marketing Contractors approved to provide media buying services. Level 3 contractors can provide you with:

About
For over 40 years, I’ve provided technical assistance nationally and internationally in many areas of behavior change, from implementing strategy and research to copywriting and editing. I bring a unique blend of experience in commercial copywriting and editing, academic copywriting and editing, and comprehensive expertise in marketing/copywriting for behavior change, which is a different skill than conventional copywriting.
Copy that cascades from behavior change principles and theories has more of a chance to be noticed and acted upon. I’ve written national guides (one for the CDC) and Webinars and contributed to/edited textbooks. I have been profiled in 101+ Careers in Public Health, published by Columbia University, and have been on the editorial board of The Social Marketing Quarterly, an internationally distributed academic journal.
Much of the work that the SOV seeks is to encourage behavior change - whether it be eating more nutritionally, seeking substance misuse resources, working with gatekeepers like provider networks, or switching from fossil fuels to alternative energy sources. This is the work I’ve been doing for most of my professional life.
I am a sole proprietor; however, I often collaborate with other professional colleagues/agencies to complete a project.
My behavior change clients include the USAID, the Ford Foundation, the US Embassy, Planned Parenthood Federation of America, where I was national social marketing director, International Planned Parenthood Federation, and the CDC. I worked in the Health Promotion and Disease Prevent division at VDH and the Tobacco Control Programs for Vermont and New York State. I trained national grantees for the Substance Abuse and Mental Health Services Administration (SAMHSA) to embed behavior change into their messaging. My international work includes Barrio Saludables, Niños Santos (Healthy Neighborhoods, Healthy Kids), a program for civic engagement for 4th graders in the Dominican Republic.

Project Examples
- Launching the Vermont start-up Myti, the new way to shop online and support your local economy. I was fractal Marketing Manager for 2 years. Wrote the copy for the Myti website: myti.com.
- Department of Vermont Health Access and Vermont Department of Health expansion of the role of pharmacists in tobacco cessation. Coordinated the initiative to expand the role of Vermont pharmacists in tobacco cessation counseling and prescribing. Created copy for a variety of health professionals.
