Statewide Marketing Contracts for Creative and Media Services

Statewide Marketing Contracts are individual contracts State agencies can use for marketing services. The contracts are already in place. State agencies and departments can use these contracts without going through a full Request for Proposal (RFP) process. The Chief Marketing Office manages the 18 Statewide Marketing Contracts.

Level 3: Full Service 

Statewide Marketing Contractors at this level offer digital and creative services. They also provide media buying services. Level 3 contractors are the only Statewide Marketing Contractors approved to provide media buying services. Level 3 contractors can provide you with: 

  • Media Buying Service: Multi-channel integrated campaign planning
  • Media Buying Service: Media strategy and implementation
  • Digital and Creative Service: Digital communications
  • Digital and Creative Service: Video production
  • Digital and Creative Service: Design and print production

Note: If your project includes creative services and media buying, you can work with the Level 3 contractor to execute these services using a single statement of work agreement.

 


Level 2: Digital and Creative Services 

Level 2 Statewide Marketing Contractors provide digital and creative services. They do not provide media buying services. Level 2 contractors provide all service categories below:

  • Digital and Creative Service: Digital communications
  • Digital and Creative Service: Video production
  • Digital and Creative Service: Design and print production

Note: Level 2 Contractors aren't approved to offer media buying services. If you want to work with a Level 2 Contractor on a project that includes creative and media buying, you need to execute two separate Statement of Work agreements. 

  • One agreement will be for the digital and/or creative services provided by the Level 2 Contractor. 
  • The other agreement for media buying services needs to be with a Level 3 Contractor or with a marketing firm you select through a full RFP process.

 


Level 1: Creative 

Level 1 Statewide Marketing Contractors can provide one or two of the services below. Review the details for each contractor to see which services they can provide. 

  • Digital and Creative Service: Copywriting and editing
  • Digital and Creative Service: Design and print production
  • Digital and Creative Service: Photography
  • Digital and Creative Service: Primary market research
  • Digital and Creative Service: Public relations
  • Digital and Creative Service: Video production

Note: Level 2 Contractors aren't approved to offer media buying services. If you want to work with a Level 2 Contractor on a project that includes creative and media buying, you need to execute two separate Statement of Work agreements. 

  • One agreement will be for the digital and/or creative services provided by the Level 1 Contractor. 
  • The other agreement for media buying services needs to be with a Level 3 Contractor or with a marketing firm you select through a full RFP process.
