Marketing Policies and Standards

Marketing policies and standards are established to support the goals of efficiency and consistency in marketing activity performed by Vermont state government.

While the Chief Marketing Officer is responsible for setting these marketing policies and standards, we encourage your input to keep current policy relevant or in developing new policies and standards to address changes in state marketing.


Brand Standards and Style Guide

The purpose of the Brand Standards and Style Guide is to bring State agencies and departments under a uniform visual identity that causes our customers to immediately recognize a communication as a State of Vermont communication.

Marketing Expenditure Tracking

The complete and accurate recording of state marketing expenses is needed to ensure effective and efficient use of state funds. The State’s financial reporting system, VISION (Vermont Integrated Solution for Information and Organization Needs), uses codes, specifically account codes, to categorize state expenditures. Marketing specific account codes were added to provide a more accurate and informative picture of the state’s marketing activity.

Sponsorship Guidance

The Chief Marketing Officer has developed this Sponsorship Guidance for the State of Vermont with input from multiple state agencies and departments. It provides guidelines for determining when it is appropriate to enter into a sponsorship agreement with a non-governmental organization and the process for forming such an agreement.

Contracting Policy

It is the responsibility of the Chief Marketing Officer (CMO) to ensure consistency and efficiency in the use of state funds for marketing and promotional activities conducted by state agencies.  More specifically, marketing and promotional funds allocated within agency budgets will be retained by state agencies, however, the expenditure of these funds must first be approved by the CMO. 

Promotional Item (Giveaways) Use

In an effort to maximize the value of limited resources, the Chief Marketing Officer (CMO) has developed guidance for the use of promotional items for marketing purposes.  It is important that departments and programs carefully evaluate how branded gifts are used in their marketing mix.
