The Chief Marketing Office maintains a Pre-Qualified Vendor Database for marketing and creative services. Pre-qualification of marketing vendors allows the CMO to ensure a consistent level of quality and provides a mechanism for oversight of marketing expenditures. A summary of the firms in the database is also available as a static Pre-qualified Marketing Vendors List that is updated monthly.
PLEASE NOTE: the Pre-Qualified Vendor Database is a private Sharepoint site for State of Vermont employees. You will need to be logged in to Microsoft Office 365 to view the database.
A pre-qualified vendor is one who has been determined to be professionally competent to perform a type of work that is routinely put out to bid. We pre-qualify marketing vendors in the following service categories:
- Broadcast Development / Video Production
- Copywriting / Editing
- Creative Direction / Concept Development
- Digital Strategy
- Graphic Design
- Market Research
- Market Strategy / Planning
- Media Planning / Buying
- Outreach / Public Relations
- Professional Photography
Marketing firms can apply to be pre-qualified in multiple service categories.
Both businesses and individuals (sole proprietors or consultants) can apply for pre-qualification. Applicants must complete a basic pre-qualification application and submit the following:
- Complete application
- Work samples
- Client references
- Signed acknowledgment of the state’s standard contract provisions
- Letter of “Good Standing” from the Vermont Department of Taxes (indicating no taxes are owed)
- Business Registration with the Vermont Secretary of State (not part of application, but CMO’s office will verify active status)
We review the application materials and contact your references via email with a few simple questions about their satisfaction with your work. Usually within 2-3 weeks of your submitting your application, you’ll receive a decision letter. If you have been approved for pre-qualification, your contact information and work samples will become part of our Pre-Qualified Vendor Database that is available for review by any state agency or department. Basic contact information will also be included on our Pre-qualified Marketing Vendors List.
Pre-qualification through the CMO is a requirement for all firms that wish to bid and contract for marketing work with the state of Vermont for contracts over $25,000 in value. Pre-qualification status lasts for two years. The process to renew pre-qualification status is the same as the initial pre-qualification process. Vendors located both within and outside of Vermont are eligible for pre-qualification.
Please note that pre-qualification does not guarantee any level of business from the state of Vermont. Pre-qualified vendors are required to follow the applicable bidding processes as outlined by the Secretary of Administration in Bulletin 3.5.
